Water Resources Overview:

This project was a comprehensive assessment of the City’s stormwater management system. Eighteen miles of stream corridors were assessed by land, water and air. An extensive GIS analysis of the watershed conditions across the City and within its projected 2040 growth boundary was completed. RDG worked with the Iowa Flood Center to complete hydraulic modeling to evaluate existing and future conditions within key watersheds and around the community. The overarching goal was to recommend system improvements and evaluate policies to maintain an sustainable system of stormwater infrastructure for this community, which is expected to grow to nearly 90,000 residents over the next quarter century. Systems were analyzed at a small sub-watershed scale to assess current conditions, develop an action plan and make policy recommendations. A series of technical documents were prepared to aid City staff in design reviews for new developments. This work also included development of a short-term (5-year) and long-term (20-year) implementation plan. A financial analysis of the City’s Stormwater Utility was completed to evaluate alternatives for changes to rate structures, considering future growth projections.
