Action Plan
Lincoln is a growing city of over 285,000 people that has historically offered relatively affordable housing compared to similar cities. However, in recent years, the city has struggled to maintain and increase its supply of quality affordable housing.
The role of the Housing Coordinated Action Plan was to identify gaps and develop a plan of action through coordinated efforts and structures. Gaps were identified through a community survey, targeted public outreach and market analysis. Near the completion of the Plan, LB 866 the Missing Middle Housing Act, was passed by the Unicameral. The team reviewed the legislation and, working with the city, identified the key elements needed for the final Plan to be the first study in the state to meet the requirements of the new legislation.
